New Business:

1.

First Reading on a request for a zoning map amendment for the property located at 205 W. Ninth Street and identified as parcel number R2040032. The property owner is Roy Worrell, and the applicant is Lawrence A. Long, III, with Lawrence Alexander Homes, LLC. The subject property consists of approximately 3.5 acres and is currently zoned R-2 (Residential). The request is to rezone the property to R-3 (Residential Multi-Family). At their meeting on August 18, 2026, Planning and Zoning Board voted 4 to 0 to recommend denial of the rezoning. There were public concerns expressed related to traffic on 9th Street, the height that would be allowed as a result of the rezoning, a higher density development next to a lower density neighborhood and how stormwater would be handled. Based on the discussion at the Planning and Zoning Board meeting and the Public Hearing, staff recommends approval of this rezoning with the following conditions:

  • The use is limited to townhomes.
  • The maximum number of townhomes shall be no more than 20.
  • The maximum height permitted shall be no more than 35’.

2.

First Reading on a petition filed by Dylan Wingate with Patriot Development Group to annex one parcel into the City of Rincon, and to rezone the property. The subject property is located at 0 Lexington Avenue Ext. and is identified as parcel number 04470013C01. The property consists of approximately 39.58 acres. The property is owned by Milton and Glenda Rahn. The property is currently zoned AR-1 (Agricultural Residential), and the request is to rezone the property to PUD (Planned Unit Development). At their meeting on August 18, 2026, Planning and Zoning Board voted 3 to 1 to recommend denial of the annexation/rezoning. Public concerns were expressed related to traffic, the density of the proposed housing, drainage, wildlife and the effect that this development will have on the character of the area.
